A President can muck up things with "Executive Orders" and other administrative schemes, Congress and the Supreme Court are the ones tasked with stopping such activities.
The Supreme Court was tasked with making sure that the President, his crew and the Congress stayed true to the Constitution.
Generally the Supreme Court has performed its assigned task, however significant breaches of the public trust have occurred.
All judges have a political bent, Supreme Court members tend to be less prone to be activists than others, but they do lean toward decisions that agree with their political philosophy.
The bottom line is that a significant political majority in the 545 becomes a defacto dictatorship.
Any such dictatorship is problamatic because the power is totally arbitrary and subject to the whimes of the "leader".
